Chief Minister K Chandrashekar Rao said the government wants to make the farmers rich so that there is no need for them to take loans. The Chief Minister was talking on an ordinance to amend the Telangana State Commission for debt relief (small farmers, agricultural labourers and rural artisans) Act 2016. The Chief Minister said Godavari is the only source of water because there is no water in Krishna and after another project of 100 TMCs by Karnataka, it would be difficult to have water in Krishna. Chennai is facing severe problems because of water scarcity and the project for purifying salt-water is not feasible.

In such cases there was no other alternative than lifting water and it would require electricity. The government would pay electricity bill to the tune of Rs 10,000 crore to make sure farmers get free and quality power and also water till they get rich. "We want to make sure farmers get rich and have a bank balance of Rs 5 lakh so that they won't need to borrow from the banks," K Chandrashekar Rao said.

He said the government wanted the head of the Telangana State Commission for Debt Relief to be an expert from the agriculture sector instead of a retired High Court judge hence, the amendment was brought. Congress member M Bhatti Vikramarka wanted the government to have retired High Court judge on the lines of Kerala State. BJP MLA Raja Singh wanted the government to adopt Aayushman Bharat scheme brought by the Centre.
